Work LocationParis-based Expected duration12 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the global environmental agenda and advocating for environmental action across the UN system. UNEP’s International Methane Emissions Observatory (IMEO) is a data-driven initiative accelerating reductions in methane emissions, a major contributor to climate change. IMEO provides open, reliable and actionable data to support emissions reductions aligned with the Paris Agreement. IMEO integrates data from methane-detecting satellites, scientific measurement studies, industry reporting through the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), and national inventories. As a core implementing partner of the Global Methane Pledge, IMEO helps translate this growing body of evidence into methane action. IMEO also manages the Methane Alert and Response System (MARS), which detects major methane emissions using satellites and notifies stakeholders who can act. The consultant will support IMEO’s work in Turkmenistan, including strategy development, government engagement on technical topics, partner coordination, and delivery of priority initiatives. The Methane Alert and Response System’s Implementation Coordinator will provide technical expertise and guidance on the implementation of the MARS process, contributing to the scale up of the system, and delivering coordinated activities between technical teams. The consultant will report to MARS Programme Manager. Qualifications/special skillsRequired: Masters or Equivalent in law, political science, environmental studies, sustainability, environmental or climate policy or a related field. A minimum of four years of relevant professional experience in environmental, climate or methane policy, or a related field is required. LanguagesFluency in oral and written English. English is the working language of UNEP's IMEO. Knowledge of additional languages is an asset. Additional InformationOUTPUTS: Delivery of coordinated strategic approach for MARS implementation • Provide targeted guidance on the coordination of MARS, liaising between its technical and engagement components to keep workstreams aligned and delivery on track. • In close collaboration with the data team, analyse system data and develop compelling narratives that illustrate the growth of the system and any barriers to implementation. • Track progress on MARS-related initiatives and milestones internally, ensuring alignment with project timelines and objectives. • Proactively identify and help address challenges in implementation through effective coordination with internal and external stakeholders. • Provide regular updates to stakeholders on project outcomes and achievements, drawing on developed content and internal tracking systems. • Coordinate with external partners on MARS implementation. Technical support system for MARS focal points and operators • Deliver a phased roll-out of a technical support system that enables MARS focal points and operators to receive targeted advice on notifications and feedback, working across the relevant technical and engagement teams. Specifically: o Develop and deliver a concept and design for the support system. o Coordinate a pilot phase to test the approach with a defined group of focal points and operators. o Consolidate and report back on pilot results, capturing lessons learned and recommendations. o Support the refinement and progressive scaling of the system on the basis of pilot outcomes. Country deep-dive analyses • Provide technical inputs for country deep-dive analyses, helping to identify key questions and to ensure the robustness and accessibility of the analysis. • Summarize analyses and lead presentation of these analyses to key stakeholders. • • Lay out and document the process, review each step for consistency, and provide a final quality and consistency review of outputs ahead of publication. Response rates • Provide technical feedback on response-rate data for accuracy and consistency ahead of publication. Mitigation cases • Provide technical assessment for new mitigation cases across the relevant technical, communications and data platform teams. • Compile the required information and transmit new mitigation cases to external partners. Reporting to external partners • Draft reporting to external partners, including data other than mitigation cases. • Maintain MARS reporting schedules and help keep delivery on track against deadlines. Notifications • Draft and issue notifications to government and company stakeholders on major methane emission events for the oil and gas sector in Europe, ensuring their timely delivery. • Prepare rapid alerts for the coal and waste sectors and issue notifications for countries not otherwise covered by other team members. • Deliver input to the developers’ team regarding the automation of notification reports. Feedback tracking • Track feedback submitted by government and OGMP companies and the development of response rates overtime. • Lay out and document the feedback-tracking process and support consistency in its application across the team. • Support the continuous improvement of the process, including keeping the process documentation up to date. • Coordinate internal calls to review feedback progress and updates. • Coordinate with relevant technical, engagement and development colleagues on process requirements. Process streamlining and standardization • Provide targeted inputs to streamline and standardize key MARS processes and templates, including the Snapshot PDF, the mitigation protocol for the mitigation cases, MARS templates and the treatment of misattributions and changes of ownership/operatorship. FAQ • Review and update the MARS FAQ as needed. • Coordinate internally on required changes and draft the associated content. Internal tracking systems and content development • Maintain internal tracking systems for data collection, analysis and reporting, ensuring accuracy and consistency in project documentation. • Develop engaging and informative content for stakeholder communications, reports and presentations, aligned with project objectives and target audiences.
