The Directorate for Education and Skills (EDU) leads the Organisation's work to help member and non-member countries achieve high-quality learning for all, design better skills policies, and turn them into jobs and growth. The Directorate carries this out by providing statistics, analysis and policy advice to countries on a wide range of educational topics.

Within the Directorate, the Indicators of Educational Systems (INES) Programme and its Network for Labour Market and Social Outcomes of Education (LSO) as well as its Network for the Collection and the Adjudication of System-level Descriptive Information on Educational Structures, Policies and Practices (NESLI) are responsible for multiple data collections and the production of the annual OECD flagship publication Education at a Glance.

The Network for the Collection and the Adjudication of System-level Descriptive Information on Educational Structures, Policies and Practices (NESLI) is looking for a data analyst to work on their data collections. The position offers an opportunity to contribute to all stages of the production of Education at a Glance. Responsibilities will include the development of data collections, data processing, validation and analysis, the preparation of data tables and figures, as well as the drafting of sections of Education at a Glance.

Job Description

Main Responsibilities

Data collection, validation, and analysis
  • Contribute to the development of education indicators, including by developing conceptual frameworks, designing questionnaires and preparing guidelines for data collections.
  • Collect, process, and clean data to construct indicators of educational systems and work closely with national officials to validate the data.
  • Maintain databases and develop data processing tools used to analyse and disseminate data.
  • Keep abreast of methodological developments and suggest avenues for further improvements in the team's processes and outputs.
Analysis and drafting
  • Analyse the collected data and draft sections of Education at a Glance.
  • Prepare related outputs for the release of Education at a Glance, such as slide decks, interactive dashboards and Country Notes.
  • Draft technical papers for meetings with delegates from Member Countries.
Representation and liaison
  • Establish and maintain professional contacts with officials in national administrations, research institutions and other international organisations.
  • Present the work of the INES Programme in meetings with delegates from national administrations and in public events.
Qualifications

Ideal Candidate Profile

Academic Background
  • An advanced university degree in statistics, education, economics or social sciences with a quantitative specialisation and a good knowledge of education policy and statistics.
Professional Background
  • At least two years of experience in the production and use of statistics including documentation on sources, definitions, methodology, and comparability.
  • Strong qualitative and quantitative analytical skills, including experience in the analysis of complex macro- and micro-level data.
  • Proven ability to draft clear, concise, policy-oriented documents in different formats.
  • Experience in the analysis of education policy is an asset.
Tools
  • Excellent command of Microsoft Excel as well as R and/or Stata. A willingness to learn R is expected from candidates that are familiar with Stata but not with R.
  • Knowledge of further relevant tools and applications (e.g. Python, SQL, VBA, Power BI, Git, etc.) would be an asset.
Core Competencies

Languages
  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration
  • 12 month fixed-term appointment, with the possibility of renewal to a maximum of 36 months.
