TOPSIDES ENGINEERING LEADER
ActivitiesÂ
1. HSEQ: To demonstrate exemplary behavior regarding H3SE and Quality, to ensure his team to master the required HSEQ competencies,Â
to implement H3SE requirements (including TEPA referential and local rules/laws within his area of responsibility) and to ensure that H3SEÂ
issues are properly captured in all the relevant documentation. To promote safety & quality culture within the project and his/her activities.Â
To ensure that safe and ethic working practices are carried out within the activities that he/she is managing or interfacing with.Â
2. Organization / Team Management: To assist the Department Manager in the mobilizing and the development of an efficient engineeringÂ
organization and a team of specialists highly motivated and reactive; to mobilize on spot basis HQ specialists as required to address specificÂ
subjects; to set up and ensure the implementation of engineering procedures and plans, in accordance with the Projects requirements, asÂ
well as Company and Contractor's quality plans.Â
To coordinate all the activities of the Topsides Engineering team by informing, supporting, and directing personnel in their roles,Â
responsibilities and objectives. To keep the engineering team members focused on the essential topics, and to arbitrate priorities of theÂ
shared resources with PBF in the best interest of the Projects. To assist the Department Manager with the Coordination of all transverseÂ
activities and act on his behalf if required.Â
3. Engineering follow-up: To identify, implement and manage all necessary engineering studies (performed by client, TEPÂ
Angola or third parties) within the several projects specified scope of work. To supervise and control engineering of contractorsÂ
(engineering and EPCI contractors) by timely reviewing / validating the documentation issued by contractors (technical documentation /Â
queries / derogation requests), in compliance with Project Specifications and Procedures, with the objective to ensure respect ofÂ
Schedule, Costs, Quality and Safety.Â
For all engineering activities, to promote a good enough approach seeking optimizations and savings all along the different phases of theÂ
project without impairing QHSE objectives.Â
4.   Audits: To organize and to participate to project reviews as requested by client's referential (HAZOP, HAZID, PRs...).Â
 5. Interfaces: To supervise and coordinate the engineering interfaces activities with SURF and SPS activities. Specific attention shall be paid toÂ
the interfaces with all the tenderers/contractors to ensure that engineering activities progress in a manner compatible with the optionsÂ
proposed by tenderers (and/or that adjustments to the tenderers design are proposed and developed by the tenderer to match engineeringÂ
constraints for the best interest of the Project).Â
6. Communication: To keep regular and good quality communication with his/her counterpart(s) on Contractor's side and put in placeÂ
technical meetings to follow up progress, explain main comments, and provide guidance etc... Promote good relationships betweenÂ
Contractor and engineering team and a working together approach.Â
To keep the Department Manager, the Projects Manager and all parties (as required) informed regarding ongoing activities status. To adviseÂ
the Department Manager on architecture-related actions/decisions. To report to the Department Manager the main technical issues, areasÂ
of concern, progress, quality etc.... Propose mitigation measures when drift is noticed.Â
To interact effectively with the rest of PBF Management and external stakeholders, including statutory auditors, shareholder auditors andÂ
other entities as required.Â
7. Contracts: To assist the Department Manager with the different scopes related to Call for tenders' activities (scope of work definitions,Â
clarification evaluations) and act on his behalf if required. During the various contracts execution, to prevent as far as practicable ChangeÂ
Orders by early identification at engineering stage of unjustified deviations to the Contract.Â
8. Procurement & Construction (during execution phase): To prioritize engineering activities to ensure the adequate progress ofÂ
procurement (especially Long Lead Items) and construction of the Topsides. Set-up plans for the approval of the Vendor DocumentationsÂ
as necessary.Â
9. Lessons learnt: To gather 'lessons learnt' and provide feedback to PBF REX Engineer. To gather 'lessons learnt' and provide feedback toÂ
other client entities as required and ensure that lessons learnt from previous projects are integrated in the differentÂ
projects and get support from client's HQ (PJC,TEC, Customer lines, etc) when required.
The Service holder shall:Â
Manage and coordinate the engineering activities of the several projects in conformity with TOTALENERGIES specifications and HSEÂ
rules, and within the agreed budget, schedule and the SOR.Â
Contribute to the development of project deliverables (PEP, Risks, PQP, etc.) in relation to engineering activities Manage theÂ
engineering team, inform and motivate them adequately so that priorities are clear and directions for the performance of theirÂ
duties are set to achieve the milestones and the objectives of the Dalia Phase 4 project.Â
Manage properly the engineering documentation/deliverables, ensure the timely review/ issuance of deliverables by theÂ
tenderers/contractors, coordinate timely review of engineering team and other PBF members; ensure the timely reply ofÂ
technical queries/derogations.Â
Ensure that the contractors have all the required information to advance its work and report issues and difficulties to the DepartmentÂ
manager, coordinate meetings between contractors and the engineering team and other PBF members.Â
Ensure that the engineering design by tenderers/contractors will be adequate for Field Operation: fit for purpose,Â
operable, maintainable and reliable - within the agreed budget and schedule for completion.Â
Ensure that engineering interfaces with the other concerned packages/parties are dully dealt with and managed.Â
Ensure the confidentiality of CCFT design of each bidder (no transfer of design optimizations and know-how of one bidder to theÂ
other)-Ensure that the CCFT bidders are treated on equal basis in line with the company tendering rules and best practices.Â
Contribute to the Call for tender's activities (scope, clarifications evaluations) in relation to engineering activities & to preventÂ
changes during contract execution.Â
Ensure that the engineering design by tenderers/contractors takes into account the constructability/installation aspects.Â
Be responsible for being knowledgeable of lessons learned from previous projects with the same contractor and capturingÂ
and communicating engineering and project management lessons learned for the current project.
Qualifications/Experience requiredÂ
o Qualification : Degree in Engineering.Â
o Professional Experience: 15 years in Oil & Gas industry with broad experience of brownfield projects, engineering and operations inÂ
Offshore.Â
o Languages: Fluent English. Portuguese and French are a plus.Â
? Good communication and intercultural skills with ability to understand and work in transverse teams and with Contractors andÂ
personnel from different countries.Â
? Organizational skills, autonomous, positive attitude, motivation and team spirit mandatory.Â
