The Economics Department (ECO) aims at enhancing economic performance in Member and non-Member countries through sound and innovative policy advice with a view to seeking an inclusive and durable increase in living standards. It deals with a wide array of policy areas combining macro-economic management, with a strong emphasis on structural policy issues to address policy objectives covering material well-being, social concerns and green aspirations. Its policy advice is derived from a variety of sources such as country surveillance, cross-country benchmarking and evidence derived from empirical research. Much of the Department's policy analysis and advice is provided as input to committee-based peer review and multilateral surveillance processes and contributes to the overall OECD mission.

ECO currently employs approximately 170 staff members who support work across a broad range of economic policy areas to ensure impact of the OECD economic policy work in the international governance architecture. The Department interacts closely with other OECD Directorates, as well as with academic, civil, and business organisations.

The OECD Economics Department is currently seeking a dynamic and results-oriented Data Application Analyst to lead and support the design, development, and management of complex statistical IT solutions. This position offers a unique opportunity to work at the intersection of technology, data, and policy by overseeing the lifecycle of large-scale statistical data platforms. The successful candidate will be instrumental in ensuring the integrity, efficiency, security, and usability of critical databases that underpin the OECD's evidence-based policy work. The Economics Department has just completed a multi-year project to migrate the management of its main databases to a custom-built open-source system based around R. Candidates should therefore have expertise in programming, particularly with open-source languages such as R. The ideal candidate should also exhibit a keen enthusiasm for data and experience in database management, with knowledge and experience in the fields of data science and/or economic analysis also considered to be advantageous. The selected individual will become an integral part of a newly established data-focused unit within the Policy Research Branch of the Economics Department, reporting directly to the Director's office.

Job Description

Main Responsibilities

Maintenance and development of IT infrastructure and smart data solutions

Under the supervision of the Deputy-Director of the Policy Research Branch, the selected candidate will:
  • Develop and maintain R packages and other analytical tools, ensuring robust, test-driven code quality and facilitating open-source collaboration. In particular, maintain and develop the Department's multi-user Forecast Entry system, which is the main tool underlying the Economic Outlook forecasts.
  • Coordinate cross-functional collaboration with internal stakeholders, including statisticians, economists, and IT experts, to align technical solutions with organizational data strategies and policy objectives.
  • Provide proactive and responsive user support, addressing complex queries and resolving incidents to ensure uninterrupted access to mission-critical applications and services.
  • Design, implement, and maintain data warehousing systems, including the automation of data ingestion pipelines and scheduled updates for real-time and longitudinal datasets.
  • Support the configuration, deployment, and ongoing maintenance of database applications and custom software tools, ensuring scalability, sustainability, and compliance with security protocols.
  • Ensure strict adherence to the OECD's information security and data protection policies, including the implementation of access controls, secure data storage, and compliance with cybersecurity best practices.
  • Lead procurement processes, including the preparation of technical specifications, selection of external vendors, and management of contracts in line with OECD procurement rules and procedures.
  • Negotiate and monitor project budgets, ensuring cost-effective use of resources while maintaining alignment with strategic priorities and timelines.
  • Facilitate client engagement and requirement gathering through meetings, workshops, and training sessions, translating technical needs into actionable project plans.
  • Champion innovation and digital transformation, exploring and implementing emerging technologies (e.g., Artificial Intelligence, Big Data tools like Google Trends) to enhance statistical processes.
  • Apply domain knowledge in statistics and economics to engage constructively with senior policy analysts and economists, ensuring solutions meet substantive research and analytical needs.
  • Support knowledge sharing and capacity-building through internal and external training initiatives, including documentation, seminars, and learning modules.
  • Prepare, synthesize, and present ECO's analytical work and data applications to internal and external stakeholders, ensuring complex information is conveyed clearly and effectively to diverse audiences to ensure accessibility, clarity and impact.
Qualifications

Ideal Candidate Profile

Academic Background:
  • Advanced university degree in Computer Science, Data Science, Information Systems, Statistics, Economics, or a related field.
Professional Experience:
  • Proven experience in managing complex IT and data projects, including supervision of multidisciplinary teams and collaboration with external vendors.
  • Demonstrated ability to lead procurement and vendor selection processes, and to manage budgets in accordance with international organizational standards.
  • Experience in international or multilateral settings, particularly in supporting policy work through data and technology.
  • Strong analytical and problem-solving capabilities.
  • Excellent communication and stakeholder engagement skills, with the ability to translate technical concepts into strategic insights to diverse audiences
  • Demonstrated leadership skills, including the ability to motivate and manage diverse technical teams.
  • Strong interpersonal skills, including diplomacy and cultural sensitivity, essential for working in a multicultural, international environment.
  • Ability to work independently and collaboratively across multiple projects and time zones.
  • Strong communication skills, with experience conveying technical or complex information in an engaging and understandable manner.
Technical Competencies:
  • Proficiency in programming languages such as R, Python, SQL, and VBA; strong experience with open-source version control tools such as Git.
  • Familiarity with international data standards and formats (e.g., SDMX).
  • Knowledge of data engineering principles, including ETL processes, data pipelines, and quality control mechanisms.
  • Understanding of cybersecurity principles and secure software development practices.

Languages
  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration
  • 24 month fixed-term appointment, with the possibility of renewal to a maximum of 36 months.
